This study has been commissioned by the European Commission (DG Enterprise and Industry) with the objective to perform an evaluation of the implementation of the Communication of the European Commission on “e-Skills for the 21st Century: Fostering Competitiveness, Growth and Jobs” which was adopted on 7 September 2007.
